Housing Management Capacity Development
Description
This project is for the completion of community housing plan and drafting/adoption of a housing policy.
The housing portfolio has the responsibility to respond to the housing needs of all community members, including dealing with large issues such as acquiring funding and financing for programs and budgeting for program sustainability. In addition, they oversee the day-to-day administration of housing portfolios that may go overlooked, such as performing daily, weekly and monthly maintenance inspections of housing units and fulfilling monthly and quarterly reporting requirements.
The establishment of a sound Housing Policy is recognized as a viable and stable starting point to begin the developmental process, which in turn creates options for attracting capital and revenues required in expanding the housing portfolio in the community. By isolating the administration of a housing portfolio from day-to-day political intervention, and by establishing a vehicle by which private sector lending can be arranged and a more business-like approach to the financing, the construction and renovation of housing in the community can be stabilized and accelerated.
Specifically the housing expert will provide a proposal that covers planning, developing and operationalizing the housing plan within legislative and regulatory regimes, policies and programs, and other related elements including:
• housing policies
• systems
• planning
• financial management policies
• best practices
• compliance with building codes
In addition the housing expert will work closely with the community EDO to:
• define the parameters for the function of their housing portfolio
• define the operational processes and controls of their housing portfolio
• support local delivery and control of their housing
• develop overall parameters for the management, administration and operation of the housing portfolio
